You don't need too. What it does is a while-loop that just loops a command until the user ends it. In this case powersave OFF. I did it like this as it defaults back to powersave ON after awhile...

It probably means that you already have the file and n9tweak doesn't recreate it of safety reasons. Could be if you have set landscape with another mod and not with n9tweak. So a simple fix would be...

Not having developer-mode activated does just result in lesser control. It definitly does not use more resources or drain battery faster.
Terminal could be installed through the browser if needed...
