It's not about dragging slowly. I think it's about how you release the pen from the screen to drop the icon. Try to do it without dragging it a tiny bit, as is hard to avoid.

I had a 50% success...

I don't think it's safe to come to any conclusion from one call. If there's any hard rule, it's that internet telephony is inconsistent.

Judge at least 10 different calls from different locations...
