Maenotify seems close to what you're looking for. For it to be always visible you would need to set the display to never shut off. Check it out:

I'm finding the Fennec nightlies pretty sweet although scrolling felt a bit off and sluggish compared to microB. Increased browser.ui.kinetic.updateInterval which helped a lot. I bet a few more...

I don't think stats are necessary. Look at any US cell companies "high end" phones. They are often 2 years old, still being sold for top dollar due to the lack of off contract options here.
