I think you need to add the cities in alphabetical order. Here are the files I changed to add Phoenix, Arizona.

Whitby's instructions are missing a step. You need to edit osso-cities.mo in /usr/share/local/en_GB/LC_MESSAGES/ (adjust for your locale) to add the city. You can do it without using poEdit, but you...
