Harmattan has cp built into busybox so it should work.
Just to show it's there we can use command which (no need to write unless you're interested):
~ $ which cp
/bin/cp
~ $ ls -l /bin/cp...

No degradation of performance. For my N9 the performance has only somewhat improved during the 1,5 years I've owned it due to slight overclocking. With stock clocks ots the same as new.

Why would you want to slow the system down by clearing cache?
Program startup gets noticeably faster once its cached and clearing cache forces the system to reload programs from flash memory instead...

N9 reserves a portion of RAM for swap (ramzswap) so no flash storage is used by swap as default. If I understand correctly the system compresses pages and then stores them into ramdisk. I don't know...
