Once your .deb file transferred to your N9 (via BT or USB), you can install it with a file manager.

Sorry, I forgot to explain that after
# dpkg -i harmattan-repository/harmattan-repository_0.4+0m6_all.deb
you need to run
# apt-get update
as root.

Add Harmattan-dev Nokia repository to get missing dependencies by downloading :
