If you mean depending on how much load there is on the CPU, then yes, this is done by the ondemand governor which is enabled by default so you needn't worry.

1. Yes. It's mentioned on step 4. =)

Windows XP seems to work better.. but the alternative is to boot Linux from a USB stick.. this avoids using windows at all.. I've pretty much only ever heard of flashing problems on windows..
