It means you have not ran it as root.

1. What happens if you type "root" and then press enter? Does it change your command prompt from "$" to "#"?

2. If so, proceed with the dpkg command.

You can install the package with x-terminal by running "dpkg -i <package name>" as root (http://wiki.maemo.org/Root).
