You dont need to run it as root anymore.
But you need to say this as root after attaching the otherhalf, if you need to access EEPROM.

Starting as root works with following:
XDG_RUNTIME_DIR=/run/user/100000 harbour-i2ctool
But the above is good also. It forces tohd to release eeprom.
