UsePAM no

Restart sshd and check if ssh logins without keys are really disabled, like:...

Try to check if outcome differs.

On the N900rm .ssh/authorized_keys
sudo gainroot
passwd user

On your laptop as $userssh-copy-id -i .ssh/id_rsa.pub user@192.168.0.21

Did you run ssh-copy-id or did you ' physically' copy the key from laptop to N900???
Did you have a passwd setup for the user 'user' on the N900? Only root password is created during configuration...
