Since you've upgraded to PR1.3, you're stuck there. And after looking around quickly, seems like 059J217 is actually hard to find in...

You need a higher value than 468 to succeed whatever region that may be with language restrictions imposed.

1 it seems you are trying to downgrade, you can't. Although you have a certain product code, someone (you?) could have flashed a different version (higher) firmware. You will need that (or higher)...
