Now i got it. It must to be UTF-8 and then letters shows correctly.

Do you mean, it should work if i save it to ansi..?
Or do i have to save it anyway to utf-8?

Now it works only utf-8.

No.. I mean, create package, and when it will start create control file will wriet description in your own language with your characters. And see if it will give you the correct result. If yes, continue to create package. After this install your package and check the description during installation if this also ok.
