The option -nozoom in mplayer will do what you ask:

mplayer -nozoom filename

Open xterm and type the following:

echo softvol=yes >> .mplayer/config
echo softvol-max=700 >> .mplayer/configThis will append "softvol=yes" and "softvol-max=700" to your .mplayer/config file in your home directory.
You can check it's worked by typing

cat .mplayer/configand it will display the contents of the file.
