That's a compressed 256MB, so more like 512MB of real storage.

Nobody is "assuming" anything. Unsupported is unsupported. End of story.
Anyway, bootmenu and SD booting don't really cause problems, they just add steps to the update process. The real problems tend to result from developers not being mindful of SSU, users screwing around at the lower levels of the system when they don't always know what they're doing, and Nokia occasionally assuming a few too many things about initial update conditions.
Really, SSU works perfectly for the vast majority of people.
