in the ordinary xterm, Tab works on mine though it is on a different key. First try a printable character such as the bar (to make sure you are in the right localization section). Tab works in the Notes application too. When you say it doesn't work in "exterm" what are you trying to do (and you might want to try running a cli program or just using "cat" or something that can display control characters to see what it is picking up).
