The phone bars do not always show the recieved signal strength, they will only show this if you have made a successful registration on the network. So its possible that you are unable to register (logon) on the network, so it maybe that you have no roaming agreement with the network you are seeing.

There is a great app in extras-testing called netmon. Displays signal strength, cell info and battery status very comfortable.

as always ... keep in mind that extras-testing repository is for testing only and can break ...
