Never saw my charge go above 97%
I never let my battery go down to 0% since such cycling will decrease total battery life over time....

after I found this thread I had a look myself and it started at 94% is now at 83% within 10-15 minutes and refuses charging (symbol not moving led green) with started phone. turned it off and charging seems to work, I will check back with new info when green light is on again and device started.

I have battery eye installed and after tonights recharge, it hit about 96%

Hopefully not because something is wrong if your battery goes 100% or 0%. Batteries are never charged to their maximum capacity or dried out completely. These states could harm your battery.

I'm sure I have had a 97% previously. But I have 5 spare batteries so not sure on which one it was.

That is correct -- lithium-ion batteries are VERY temperamental things. If you overcharge, over-discharge, overload, charge too fast, or subject it to too high temperatures, the battery could explode. With respect to charge, the voltage of a lithium-ion battery generally goes like this: As it approaches full, the cell's voltage rises rapidly; where as the cell's voltage drops rapidly as the cell's charge approaches empty. It is otherwise relatively flat.

So does that mean that it is better not to let the battery run down completely?

yes, but AFAIK official battery has a safety circuit that prevents that.
