It happens to me too with my official PR1.2. I only have 2 Settings under Extras category (Call Notify and Last.fm)

Everything works OK from Personalization to Extras, BUT once I pressed on Call Notify from Extras, all Setting icons won't work anymore until you restart Settings application from Menu.

No its a bug. Even I could not open anything in the Settings despite the fact that I had reflashed the eMMC as well. Reflashed both again and now it works. BUG!

once you click the Call notify app setting, you can not click any other settings

Yup. I think it is Call Notify bug.

Yep, that sounds right. I think I had clicked on Call notify.

Is there a page where all the PR 1.2 bugs are being organized and then dissected to find the cause?

Oh, grow up. You are the only one with that problem and you blame Nokia? Anyway, have you actually tried flashing BOTH the eMMC and the firmware image? Try that and don't restore your backups... See if that helps.
