4.3 on the new Nexus 7 does not appear to pick up any ad-hoc networks out of the box.
Considering how quickly my N9's battery wipes when using wi-fi tether, I'm finding bluetooth tethering via BlueVPN in the play store to be a decent solution for now. The main issues are that Google's applications aren't expecting an internet connection via bluetooth so you can't download applications from the play store or use some of their other apps; so for that reason I'm going to try to root and enable ad-hoc when I get a replacement device this coming week. But you can at least have some kind of tethering functionality through bluetooth in the meantime. |

I just tested Nexus 7 4.3 with CM10.2 and I'm happy to report that it supports Ad-Hoc networks just fine.
I put N9 in hotspot mode, and I was able to connect to that adhoc from Nexus7 just fine. CM10.2 is avail in here http://forum.xda-developers.com/show....php?t=2029151 |

Yes, CM roms at least 10.1 and 10.2 have ad-hoc patch. I can connect my HP Touchpad running CM 10.1 nightlies to my N9.
But I would still be interested in making N9 wifi hotspot in infrastructure mode if possible. Edit: I don't think stock AOSP 4.2.2 and 4.3 have ad-hoc support |

Nobody has released N9 infrastructure howto yet. I've compiled custom kernel with custom host-ap which in theory allows infrastructure mode, but I havent had time to test it as I'm quite busy with work.
So currently your best bet is to use CM roms. |
Solved my own problem. Turned the wifi hotspot on android, and connected my N9 to it. Works great, but i would still like to do it the other way around. Why would android phone do it and N9 not?
