Please read again and interpret the differences between his statement, and the one by the Russian minister who claims it will be completely open (including UI) in June-July when SF2 releases. To make it easy for you, here is what he said:


Nikolai Nikiforov, Communications Minister in Russia, shares to Kommersant, Russia:

"There are a number of private components associated with user interfaces [in SailfishOS], but they will be open around June-July. Since the release of the second version of the operating system is completely open environment for collaborative development and participation of all the professionals of the international community ..."

Either you are completely blind or trolling really hard.

Saarnio states nowhere that anything will be done by June-July, let alone "everything". He says there is a roadmap, which has yet to be disclosed. Why would there even be a roadmap if it was all going to be done in the next 8 weeks? Also, as you point out, they can't open source bits they don't own. Again contradicting what the Russian minister says.

Does anyone not realize that SailfishOS on the Jolla/Jolla 2/Jolla Tablet or its open-sourced project counterpart would be (very) different to Russia's SailfishOS solution. Be it as a project on github or on the YotaPhone.

It might be a case of similar to Android on Nexus devices, the AOSP code, and a device like the Amazon Fire Phone.

Related, but not the same, and not the same level of openness.

We just don't know a lot of stuff yet, we have to wait & see what the full plans & approach is;
I highly doubt the localised version for the CIS market will be as open (or more) as the trunk variant of Sailfish.
But, the Russians may surprise us in that respect...
