You do not apply for devices, but they choose people by themselves as i understand.

I might be wrong, but this is what I got from there blog, you can as well send them email(mentioned in their post) to try your luck.

And yes, closed groups are hype, harder to get in - more hype :)

It's finally june! The magic month when the first tablets will be shipped to endusers (read: selected devs) But still expect nice reviews by the end of the month. Looking good!

One of active here on tmo and OR members of the community tweeted the exact numbers one would need to manually download latest versions of packages, don't believe he had any password/credentials needed (and the quote from jolla would suggest that even harder). Ah, you mean those ssu commands? Yes, I've used them to upgrade to 1.1.4.x initially and now to 1.1.6.x Thought you meant those credentials.
