Well it was a competion for small startups. Not knowing what you are voting for applied in most of those case.

The whole point of the vote and competion was to vote for interesting/inspiring/promising/etc new corporations and business models. So yeah, I would argue that voting for Jolla was perfectly reasonable, even with the limited amount of information, which was already pretty much built into the nature of the competion anyway.
