Yes, definitely.
First of all you should download the content into an identical folder structure.
I'm pretty sure wget or curl can do that with one command.

I'm not sure if additional steps are required to make these into apt repositories (other than making it available on the internet), but if so, it should be fairly easy.
HAM is a perfectly normal debian-style apt frontend.
