I tried it with two different computers.

The phone only can initiate a voice call.

The computers have an option to initiate a video call, but shows up as voice only on the phone.

Unlike GTalk which CAN initiate and receive video calls...

LOL.. I am serious. SKYPE video is working for me, it gives you an option when you start a call.
