I was trying to do this in my ios7 theme a while back, its not possible without some modifications. The image files themselves associated with the battery icons are in about 5 stages, so you cant swap the images. MFaroTuniso had some progress on it which I tried to work off but got nowhere.

So no, its not possible easily, it needs some mods that no one has made.

Small bug :
Open ambiance and then application icons press change then press back button you will back to the ambiance settings but now if you press back button again you will go to the application icons not to the applications so you can't go back to the main settings page
