Because there are prohibited items .
As you know the customs is very strict with these items .
In order to send the parcel successfully ,We can send the parcel via DHL .
There will be international shipping fee difference .
Would you like to send the parcel in accordance with our recommendations ?

From my experience Chinese sellers first try the cheepest route for themselfes and only suggest a proper working way after it failed.

I had a similar message when ordering a batch of ipcams ~300€ and got them delivered in second attempt via fedex.
Still marked as gift by the seller but "corrected" with western handwritten remarks, seamingly done by local customs and/or fedex staff.
