I think what you're looking at is the known phenomenon of "storage space v physical memory" Physical memory, ie chips are listed as 1024 MB = 1 GB. Whereas storage space is listed as 1000 MB = 1 GB.

That is only a small part of the situation.
As you write, the 32GB internal flash disk is 32*1000*1000*1000 bytes, but it is also split into 3 partitions.
768MB swap
2GB /home
The rest is in some brain dead microsoft format.

Which is why Windows etc will always report a hard drive as having less memory than the manufacturer states. Manufacturers sell hard drives in 1000 MB chunks. Windows and other O/Ss report the capacity in 1024 MB chunks.
