The best part (~90%) of PP assets is frozen, and PP doesn't provide *any* info on which particular payment is involved and which isn't, so all I can do is guess that probably it applies to all payments done during last ~7 months.
Just to avoid any misconceptions: all the payments are on Neo900 account, just we can't use them for anything

to get a clear understanding of the exact effect and for those who have sent funds to know whether or not their funds are free from this ..this ..."seizure"...[for lack of a better word that escapes me...]

any funds sent via paypal "before" last April should be fine, and fully accessible for you...

correct?

It just makes it more fathomable knowing precise dates that are affected and whether or not immediately contacting paypal is necessary to release or return funds [so then we can at least wire it back...] or whether it is not necessary since it escapes that ~7 month noose.

still on PP account, since we also use the PP account to pay stuff e.g. in China. Now I regret I didn't move to bank account instantly.

As already stated I can't see which payment is frozen and which isn't.
I strongly discourage you from already trying to rollback your PP payment. So far we not had a single 'issue' with the account. When now people start asking for rollback this would prove PP is right about not handing the funds to us, while it's highly unlikely that they would transfer the payment back to you either, since it *could* as well be a valid completed transaction and rollback was the wrong thing to do then. When you want to step back from your contribution to the project, please contact us, not PP! Thanks!
When you decide to contact PP, I recommend to ask them to re-check the classification "pre-sale vs crowdfunding" since it's plain obvious that Neo900 is the latter and not the first, and to tell them that no matter if they understand it or not, at least you seen the warning on neo900.org frontpage and the TOS and you consider Neo900 project a crowdfunding thing and want the money available to us rather than sitting at PP.

Maybe it would be a good idea that you (I refer here to Neo900 UG (haftungsbeschränkt) if my understanding of the company behind the Neo900 project is right) could write a standard demand mail (that we all coud send to PayPal) that explains from our (the potential future customers) point of view the situation and that asks for all the money be send to the bank account.
This way PayPal will receive from all of us a standard mail written in proper english language (I don't think that I could explain the situation in an understandable way in an mail) and act according to our wish.
Just an idea if we will have to contact PayPal...

Not what I'm saying...inferring or suggesting others do...

I'm trying to get a handle on what exact dates are affected..
from that...
understand whether or not the date affects specifically my [and other people would benefit from this exact knowledge as well] last paypal transaction and if it is inaccessible to you.
If it is accessible excellent ..no need to raise up dust needlessly with paypal.
If however the funds aren't accessible to you ...
then contacting paypal ..
raising a holy stink...
and insisting that those funds be freed to you ..[using whatever logic is necessary]
or if that is impossible...
then immediate reimbursement should occur ...
paypal must then needs "fully" return said funds to the original sender...
losing out on said business...
then said funds can be resent via wire from bank [bloody vultures] to you without anymore than a few days irritation all told.

I do not understand paypal sometimes. also had problems with other money transfers to dealers/privates.

Nevertheless as located in Germany I may help out with paypal to Neo900 bank account. Just in case really needed urgently.

As already stated above, "we" are still discussing that. I have an appointment with lawyer at Monday, until then I don't want to recommend any action you should take. I'm just informing you about the current state of things. If you don't feel comfortable with writing an email to PP on your own initiative and in your own (or fellow customers') words, then please wait until we possibly come up with such template email you suggested, we already pondered this but need to talk to 'experts' first.

Yes, this was quite exactly the same thing I thought as well. However please understand that I'm extremely cautious to recommend anything like this before I spoke to a lawyer about such thing like "may PP charge for service not accomplished?" and "may we charge PP for compensation of damage done by them not accomplishing service?"
