Anyone know why nokia is managing so bad this initiative?

The idea is not bad, and clearly nokia is trying to talk with final users more than developers: the 'DESIGN PACKAGE' is just a 360x60 grey box and no need any preogramming skill, they just want a pic.
The point is that seem they are not updating the widget list at all and that make people feel rigged (and final users are easy flammable material). I wonder why nokia dont push more this kind of initiative for the developers, 1 tablet a month for maemo.org registered application?
That would be honey for developer-bees
