I believe that front camera is all time active and streams everything to Nokia Headquarters. This is the main reason for quick battery drain.

The front webcam could be used/tested with the application mirror which could be found in Maemo Extras. For now, AFAIK, is the only way to use it.
Probably it will be used for the video call in some future release, but as it always happens, we won't know nothing until Nokia will say something more.

PS: the quality of the front camera is really poor, but I read somewhere (don't remember where) that the quality will be improved... guess where? Exactly... in some future unconfirmed release ;)

True. The resolution from what I've seen is 640x480, and is designed for later use with low bandwidth video. Think for things like skype and/or IM with video. Since they barely handle IM connectivity right now I'm not supprised nothing is using it yet. I'm betting once Pidgin is moved from testing to extras the next step will be a video/cam plugin for the mini-cam as a video device. Just give it some time. :)

With proper lighting, even the mirror app shows "decent" video quality considering its resolution. There are issues but future firmware is planned, I believe.

I wouldn't go as far as calling the front facing camera "decent" its horrible even compared to low end 3G phones. Just too much noise, this I like to believe is most likely a software issue and not hardware. I don't think Nokia would choose a crappy front camera with all the experience they had manufacturing 3G phones with front facing cameras.
