You'll need to download and install (from the command line as root with dpkg -i

Once you've installed the packages and rebooted your device, enable bluetoothd
debug logs with "killall -USR2 bluetoothd" (as root), perform the test and
gather any produced logs with "grep bluetoothd /var/log/syslog >
bluetothd-logs.txt". For HCI logs run "hcidump -XV" (also as root) while
performing the trace. If the HCI trace gets very long you can also create a
binary trace to a file with "hcidump -w hcidump.log -B"

Those links are to what are variously called repositories (general), "software channels" (occasionally), or on Maemo, "catalogues". For your purposes, you can essentially just think of it as a bunch of installable applications ("packages") categorized in folders. That's where the App Manager pulls its programs from. If you want to download the programs directly, as mentioned in the bug report, then you'd have to visit those links, and download the relevant packages (the ones ending in "armel.deb"), then install them as root in the command line, with the command given in the bugtracker. For info on how to get root, check the wiki, and if dpkg gives you trouble, then you should read up on apt and dpkg (either the Debian or Ubuntu documentation should be applicable if you can't find anything else).
