It's a closed source game, but could anyone port, or create a game similar to Sonic the hedgehog 1 for 770?

You can already play Sonic the hedgehog on MasterGear (but you need to find the rom for it).. Also I do advise of buying the actual cartridge before downloading the rom.. :)

It doesn't matter if you buy the cartridge or not, the ROM is still illegal.

Well, I only have a 770, so mastergear is out of the question.
I was thinking if someone made supertux, why not make a simplified version of a sonic game except with tux?

Technically it's not legal to have the ROM if you own the game.. But I am sorry Wildcherry I automatically assumed that you own an N900.. Idk about the 770... sorry..
