Marvell Armada XP Quad Core Arm Processor
 
Here is a Quad core arm processor from Marvell called the XP. It is aimed at servers, but It will also be available on consumer devices. I'd clarify that - 10W for a notebook would be great. For a phone? No.

Compared to something like an Atom or Nano, maybe not so much. But this chip wasn't designed for mobile devices in the first place so it's an unfair comparison.
