What are the rules for matching caller ID to numbers in the contacts? And can i change them?
 
Somtimes the number int he caller ID has a different format (somtimes it includes the area code somtimes it doesn't, somtimes it includes the carrier selection code and somtimes it doesn't etc), somtimes it does find a match in my contacts, but somtimes when i thought it should find it doesn't i'm not sure why.

What are the rules for matching the number reported by the caller ID to numbers in my contacts? And would there be a way to customize those rules?

Probably hard wired in the closed-source phone UI. Unless someone writes an alternative UI I think all you can do is file bugs.

I experience this issue as well. CID from my carrier includes +1 in front of numbers. I DO NOT want to store my contact #s that way as if I dial a number with +1, my carrier is more than happy to charge me LD even if it is a local call. So I wind up just relying on memory to recognize incoming numbers. What a pain.

You have to pay extra for long distance?? I didn't even think they had local-only plans anymore...
