Rumble too weak
 

I hardly ever feel the vibrations, except when it vibrates for a longer periods like when receiving a call.

Is there a way i can boost the vibrator without significant risk of permanently damaging the hardware?

You can't really make it stronger, but you can adjust a few things so you're more likely to notice it.

Did Nokia make the vibrator so weak for the same reason the audio quality and potency is so puny in comparisson to many other devices?
