What is difference between rebooting via dsmetool and via reboot?

$ dmetool -b

$ /sbin/reboot

I know something, that dsme do forced reboot. But what is forced reboot (what is deiference between normal and forced?)

I see that If I use dsmetool, after reboot phone does not ask me for PIN code. Why? What does dsme doing? It store my PIN code in phone memory?? Or how it works?
