That is a N9 release effect, they will drop to 1-2 as soon as WP devices will be out.

Nokia always gives lowest possible processor speed and windows phones need the exact opposite to run. The stock will drop when windows phones come out a few weeks after everyone gets over how pretty the phone is but the reviews show Nokia slow processor+closed source OS=disaster.
