Is there a way for Camera App- video capture to use the led light to light up a scene while capturing video?

you can always use Live Focus http://maemo.org/downloads/product/Maemo5/lfocus/ to freely control the LED light

and here is how to use live focus after installing it.........

open camera app and start video rec. and now tap screen(anywhere if it is not full screen) >now on the top left corner (yes the status bar where the battery indicator etc. is shown) tap there and you will see a new menu or you may call icon(this red icon is live focus icon) tap the icon and here you will see all functions of live focus(touch arrow button for more functions)

or, cover your proximity sensor for about 3 secs (top left corner on landscape, just near NOKIA logo) while the camera apps is running. that will also trigger live focus

tap down arrow once, and you'll be provided with buttons for controlling both white and red LED

If you have CSSU camera-ui2 then press T on keyboard, this toggles the LEDS
Don't know if this works with default camera app.
