my phone restart

my n900 just restart when i turn it on and it give sound like the battery is dead so i tried to change the battery to another one same prob

now if i want to make reflash to my phone is it ok even if the battery give no charge ??

No, it is not okay to do so.

While flashing, the N900 has no power management at all, making it burn through battery. And I'm sure that power over USB is definitely not enough to keep phone going.

Get a wall charger, charge the battery, then flash.
