What should a Moodle app do? Thinking like many of the blog clients/ It's could be useful for reviewing courses, and some light admin work. But other than that, I don't see what could be a good use case for it.

As for the being one, I've not seen it.

I was going to do one but I noted that Moodle discontinued their mobile app for ios and android and now encourage the use of mobile interface written in with HTML5 http://docs.moodle.org/dev/Moodle_Mobile

Native is always better than html. Personally, Moodle sucks, I used it for 10 years. Why not contacting Eliademy Cloudberrytech and do a mobile app for exMeeGo Team? :)
