how can i use harmattan-dev repo
 

i added deb http://harmattan-dev.nokia.com harmattan/sdk free non-free in a .list.
i try to apt-get update but error 503

There are some mirror around your will find them if you search thecrust :)

it would be nice if someone share a apt-mirror setup file

try adding a mirror. maybe http://mirror.thecust.net/harmattan-dev.nokia.com/

Just keep in mind that the repo is meant for scratchbox only, and you should never add it to device, even the mirror ones. Or if you do, then you can expect troubles.
