i cant speak; english very well
i have n9 it do many repoot and then it write :(device not working propeply ......software problem) i had flash it with win flasher with 40.2012.21.333 pr 333 and a had the same problem

Do you have many tweaks installed, or does it go to reboot loop even if freshly flashed, no tweaks, no applications installed?

Just remember that it got this problem when I first tried to run wifi then it work after i flashed it and When I tried to run again returned bummer then I flashed and flashed and no result

I am afraid, if flashing device does not help then it is HW problem, and you need to get the device fixed/replaced.

How did you flash?
Please elaborate. Full eMMC and firmware?

i used NaviFirm+ and try full EMMC with nokia best infinity and i try win flasher

So only emmc, without firmware? I'd suggest you try using both images, with the --no-preserve option.
