Tracker - Prefer ID3v2 tags to ID3v1 tags
 

I've applied some patches from the official tracker repo.
The most notable one being to prefer ID3v2 tags to ID3v1 tags.

It's based on the latest tracker in CSSU.

There are more upstream patches that could be applied but it gets confusing at this commit:
