After the phone call with VISA I contacted Nokia via the OVI-Support-form. They answered just a few hours later and told me to try to bye it again BUT NOT to save the credit card details...

Same here with Visa (Germany), credit card was refused, but no problems with Angry Birds level pack 1 a few weeks ago.
I called the Visa hotline, the card is ok, but they said someone tried to...

Maybe you have to log in first. Click "Download" on another program to get the login screen, after that paste the weather bug link again.
This way it works for me (germany).
