I am not sure about what you want, but I think this could help you:
To download a deb, from console and apt-get:
aptitude download name_of_package
If you want to install it, you don't have to...

Then:
sudo gainroot
cd MyDocs
tar xf Kall.tar
mv Kall/ ../
/bin/ash ../Kall/Kall-install.sh

Maybe a stupid question: Have you typed ". Kall-install.sh" instead of "./Kall-install.sh" ?
