That's the Application/Program Menu rotation. So if you don't want that to rotate, you do that command. Forced rotation is OFF by default, and is controlled from the transitions.ini file. If everything is rotating for you after upgrading to CSSU, either your theme included a transitions.ini file that has forced rotation set to on, or you ended up doing it by yourself, or some program installed such a transitions.in file for you.
