What do you have right now?
Motorola Atrix (rooted) phone, Motorola Xoom (rooted, custom config, 3.1) tablet

While not perfect, it runs what I need - Flash 10.3, Adobe AIR 2.x - and I can deploy to it via Adobe Flash Builder 4.5 and Adobe Flash CS5.5
