No, Maemo platform use "sudo" to execute tasks required "root" right.
You can check /etc/sudoers to see what tasks is allowed to execute.

Changing password will not affect the normal operation.

Besides, ask I know, OS2008 lock the account "root" by default. That mean you cannot login with any password. You can check if there is a "!" after "root:" in /etc/passwd
