No!!!

100% of something is all of it. Nothing more, nothing less.

So 100% of 60 seconds is 60 seconds, meaning that a 100% improvement would make it instantaneous - or at least fast enough that you couldnt measure the time it took.

60 seconds to 30 seconds is a 50% improvement.
