No, that's 100 percent improvement in time. 100 percent improvement in speed is from 50 KPH to 100 KPH. Which is likely to bring you there in half the time.

Frankly, I think improvement is not a good way to tell time. It would be a 50 percent reduction of time. Sometimes faster is worse :P
